Early learning and childcare statistics 2023


The Care Inspectorate has today published ‘Early Learning and Childcare Statistics 2023’, which shows the availability and quality of registered daycare of children and childminding services for children and families across Scotland.    

This report is based on the early learning and childcare (ELC) services registered with the Care Inspectorate and incorporates evaluations of the quality of these services, as well as additional information from the annual returns completed by service providers. The statistics include longer term trends as well as a focus on changes in the most recent year to 31 December 2023.

We have designed new posters for services to display in their settings beside their registration certificate.

When people complain anonymously, it is much harder for us to investigate to help improve things as we can’t verify information. We want to encourage people that they can complain to us confidentially and that their personal details are safe. We have two posters available to download, one for early learning and childcare/children and young people’s services and another for adult and older people’s services. Children’s rights, care experience and corporate parenting plan 2024- 2027


We have published our 'Children’s rights, care experience and corporate parenting plan 2024- 2027'.  This high-level plan details our commitments and priority actions to meet our obligations, as corporate parents, to careexperienced people.

Over the next three years we will:

  • promote, uphold, and fulfil children’s rights for all connected by our work, particularly those where we have corporate parenting responsibilities
  • strengthen our participation and equalities practice to support care experienced individuals
  • provide flexible and supportive development, volunteering, and employment opportunities for care experienced individuals.

Phishing emails claiming to be from Care Inspectorate

Prevention of scalding incidents in children’s settings


We have been notified of a small number of incidents involving children being scalded by hot soup. Although small in number, it is important to prevent any child suffering a scalding incident. Accidents of this kind can happen quickly, and the effects can be devastating. The Child Accident Prevention Trust UK states that overall almost half of all serious burns are to children under two and 70% are to children under five.

You can prevent these types of accidents by taking some easy to implement actions. This information is to raise awareness and should be used in conjunction with the service’s risk management processes and procedures to support staff development. It is not designed as an alternative to appropriate training.

Meal and snack times should be well managed and young children and babies should always be supervised when eating.
