In response to interest we’ve received about Safe Staffing learning events we have arranged to run these again.  These are for providers, managers and staff working in care homes for adults (including care homes for older people).  

The event will take place on three occasions to give you a choice over which time suits best – morning, afternoon or evening - you only need to attend one event.

To date, we have delivered the series of events within seven HSCP areas. Four areas have completed the sessions and the further three are in progress, with a total of over 200 engagements with care home providers, managers and partnership staff who work in care homes.   

Attendees of the events told us they had increased their knowledge and understanding of:   

  • The Health and Care (Staffing) (Scotland) Act 2019  
  • Their responsibilities within their particular care setting   
  • Using QI approaches to improving staffing  
  • Using the relevant professional quality measures when assessing workforce planning

We are delighted that other HSCP areas have been in touch to express an interest in bringing these events to their area. We will be arranging these over the next few months.  

Background to the project   

The Health and Care (Staffing) (Scotland) Act 2019 received Royal Assent in June 2019.   

The legislation makes provision for the development of a staffing method, guidance and staffing tools and resources to support safe and effective staffing in care services. We have responsibility to lead on this work through the Safe Staffing project. In March this year we published ‘Guidance on the assessment of staffing’ to help providers of all premises-based services when they are making decisions about staffing levels, skill mix and deployment of staff.     

The Act brings into legislation guiding principles for those who commission and deliver health and care, which explicitly states that staffing is to provide safe and high-quality services and to ensure the best health care or care outcomes for people experiencing care. While this is the main purpose, health and care services should promote an efficient, effective and multidisciplinary approach which is open with and supportive of staff.     

The Act places a statutory duty on care service providers to ensure that, at all times, suitably qualified and competent individuals are working in such numbers as are appropriate for the health, wellbeing and safety of people using the service, and the provision of high-quality care.  Providers are also required to ensure staff are appropriately trained for the work they perform.
