Community empowerment is relevant to all parts of the public sector and is an area of increasing importance given developing legislation and policies. 

The Principles for community empowerment document aims to raise awareness of community empowerment and promote a shared understanding across scrutiny bodies, supporting high-quality scrutiny of community empowerment. It may be used as a tool by public bodies as they develop their own approaches to community empowerment, reflecting the particular challenges and environment each body faces.

The document was prepared by Audit Scotland, working with a Community Empowerment Advisory Group. The group includes experts in the field of community empowerment and representatives from Scottish public bodies and scrutiny bodies. It was set up under the direction of the Strategic Scrutiny Group which brings together Scotland’s main public-sector scrutiny bodies.
