The Scottish Government issued CEL 17 (2014) on 14 August 2014 about the Controlled Drugs (Supervision of Management and Use) Regulations 2013.

This guidance will impact on some registered care services in Scotland.

Scottish care home services are now included in the definition of care homes within the regulations.

The Care Inspectorate has been given powers to ask for self declarations about how care home services manage and use controlled drugs. NHS Board’s Controlled Drugs Accountable Officers can ask the Care Inspectorate to undertake inspections relating to controlled drugs in the services it regulates.

The regulations include a duty of "reporting of incidents" and the Care Inspectorate is developing guidance and a system for care services to report incidents and concerns involving the safe use and management of controlled drugs and other medicines.
